[2023 Version] Anything other than 128 FPS handicaps your packet send rate [New Proof Video]

TLDR: Consistent 128 packet send rate only if FPS capped at 128. They said it fixed in 3.10 patch but it's not for me. I hope i'm the only one encountered this bug, feel free to share your opinion.
