I feel like penalty for leaving the game is insignificant at all. Every game out of 3-4 at a Bronze rank I see leavers and it really feels like penalty of not being able to join for another 40 minutes doesn't force people to stay.

Why wouldn't developers introduce low priority games, where people who leave 2-3 times in a week will have to play with other leavers for 3-5 games? This is implemented in Dota 2 and it works like a charm.

I also do not feel it is fair to lower my rank significantly if we play 4 vs 5. I know that if they lower rank penalties in this situation this could be abused, but at least let me be sure that those leavers will be punished accordingly, not 40 minutes penalty.
