The Neon player card says she is the 19th agent but there are only 18 agents in the selection, am I tripping or what is going on??

How do I improve? Am I stuck because of my team? Or do I need to play more?
I've just started playing comp last act, but I'm kind of stuck on s3/g1. I usually top frag or at least contributing to the team, is my team the reason I'm stuck or do I just need to play more?
