My friend's account has an active queue timer for an hour long even after not playing for a whole month. Anyone know why or how it's still active after that long?

Griefers in competitive
I'm seeing a sudden surge of griefers in low elo competitive, where they wouldn't get a single kill on purpose, take the spike with them on attacking side and give away positions to enemies on ALL chat.
This is right from the first round....
