Right now Cypher's reveal is on that exact frame which is different from Sova's which tracks them for a brief moment. This is why Sova's utility is much deadlier than Cypher because you can track them when they're revealed/darted. For Cypher, you get pulses of their agent but if they're moving there's a good chance you'll miss them.

The only reason I can think of this is, Cypher's camera dart lasts until you take it out, so if they did change it so it was like Sova's reveal, you'd almost never be able to remove it safely. (on a map like Ascent or Haven)

If anything they should buff the ult to have Sova's reveal and/or make the camera dart pulse faster. I think it's what he needs at the moment to make him a lot more viable
