Too often, I get players in my games in silver and tell me that they are smurfs that comes from Diamond+.
But more often than not, they are crap at the game, with the only thing they are good at are voice coms and game sense.
I met a player yesterday who claimed themselves to be Immortal 2 on their main, but while they played at a great level... They felt like just a Plat level player.
Are Immortals actually as good as they say they are, or is it just all brag, no frag?

what rank does a player have to be in for you to consider them a good player?
what rank does someone need to be in for you to think "yeah, that person who knows how to play the game"? you could also say what rank you are, cause a bronze and an immortal will probably have different answers.
