Currently showing Queue is disabled for comp and unrated. Other game modes are fine. Did Riot bring down servers early for the maintenance?

i just downloaded this game and i fuckin suck, but the first (and only) few matches i've played have been with people near/above level 100 (or whatever the number on your badge thing is), and i just keep getting shit on. like, i wanna play...
