I know afk-ers deserve penalties but i play usually with my friends and we always 5 stack. So some of the time one of us goes afk due to shitty internet here. And then we would have to wait 10 minutes before we can queue for the next game....

How do we still not have replays yet? I can't even see if someone's hacking or not. Shouldn't that be the most important thing at this point in time
