With people discussing changing Cypher and how to adjust his kit. I think the easiest and simplest way to make him better without breaking his kit would be to improve his ult.

My recommendations is when his ult goes off it gives everyone a dart similar to his cypher cam.

If this is too strong, just have his ult reveal everyone for 3 ticks similar to Sova drone.
