Phoenix is supposed to be a "well rounded" character. He has a molly, a wall, healing and a flash but compared to other agents he's just.. disappointing.. it's like.. is that it??

I would suggest buffing him by making all of his moves come out maybe 2x faster, I can not stress by how many times I tried pulling out my flash because I was in a corner fight, then the enemy pulls the corner and I die because it doesn't come out fast enough

I would also make it so that his flashes last a bittt longer, seeing as how you still have to turn a corner to get a shot in

Decrease his flash price from 250 to 200, doing this will make it so buying all his skills literally takes the same amount of money as Astra, being 600

Finally make it so his flame wall goes a bit longer and can go through walls, or at least around them. Viper has a long rechargeable wall that goes through walls, so why can't Phoenix have one so he blocks off an exit so he can flank.

I feel like his molly is in a fine position as it is, I mean it already heals you.. maybe make it so it recharges on a timer instead of kills? and also replace the M2 feature with something else, literally nobody ever uses the lob feature.
