Had an unranked game yesterday and there was a teammate who tilted and half the rounds dedicated to gave away our position in all chat (even rotations), he sticked to one of us and make a lot of noise, bought guns and went to deliver to enemy team, blind and smoked us (omen) and took spike with ult into ct. He was even flaming enemy team as we were still winning so i guess it was a x9 report but didn't get the "player was banned" message. I found it surprising he isn't banned yet and that riot doesn't have a keyword detector for this in all chat. So i guess behavior like this is unpunished by riot.
