Do you think it's cool if riot put a Whisper skin for the Sheriff?

For those who don't know Whisper, its Jhins weapon in League. I really love the design of Jhin and his weapon. I think a marshal or OP skin could work too with the full attachment on Whisper.

I have to turn down every persons volume down individually at the start of every game or they are way too loud.

I keep seeing youtube videos say "You have more time than you think to kill your enemy". I am getting one tapped in nano seconds. I don't understand this at all.

Why do I keep seeing this advice. Enemies are flicking on me or swinging and one tapping me instantly. I don't understand this concept that I have a lot of time to kill them. I literally don't. I feel like I need aim bot just to kill people...
