As the title states, does cyphers tools get reactivated after he dies and gets rezzed? I’m just wondering if it does. Since I have nothing else to say, what do you think of the recent breach buffs/changes?

Am I developing Alzheimer's or did Breach just go from unlocked by default to unlockable this update?
Had this account for a while so I might be misremenbering and Google doesn't reveal much but I could've sworn he was unlocked by default until very recently.
