Dot crosshair or cross crosshair

I have seen alot of players playing with cross crosshair, but personally, i feel more accurate with dot crosshair. Is there a reason people prefer cross crosshair?

https://i.imgur.com/JgJWAzY.png Reported a player for throwing, got this when I logged in today. I thought they only penalized people for text chat abuse and cheating. What does sabotage penalty do?
