Every agent but brimstone have reusable abilities. Why?

Hello. I wonder why every (or sorry if I am missing any of them) agent have their reusable (cool down) abilities but brimstone? One of his abilities must be reusable. Such as Molly or smoke

When to use reyna ult?

I get confused when to use the ult, but I usually use it when there are 4 or 3 players left on the enemy team. But I'd like to hear your opinions on it.
