Guns that need good anticipation

I've got a weird question was wondering do guns like op sheriff and guardian need better anticipation than othe fast fire guns like vandal and phantom.

What does the "raw input buffer" setting do?

I've had countless people tell me to turn it on. When I asked why they all said "just do it" and claimed it made them play better. It would be nice to actually know what it does.
