I've only thought about this for like 10 seconds, but what if Harbors abilities reduced bullet damage? Not as significantly as wallbangs, but very minorly, since water reduces bullet velocity. It'd add another unique aspect to him.

No idea how strong or weak Harbor is rn, just thought it'd be a cool concept
