Has anyone used Buff for skins?

I’ve been using buff for a while now and I almost have enough to buy an access code but everything is always sold out even after it resets.

I just missed out on the elder flame vandal skin and I feel like I won’t ever be able to get any skins at this rate. Has anyone ever been successful in using buff for skins?

How do you feel about the 4-stack restriction?

Do you feel it was necessary or is it annoying. For me it is more annoying than helpful. I think it wouldnt be such a problem for me, if Riot provided the possibility to find people in game.
