is there a way to transfer skins between accounts?

I made a new account in a new region because my ping is way better and wanted to know if there was a way or maybe i could contact riot about it to move all my skins to the new account?

I do not get shown the singaporean server. Can I change that?

Im in malaysia and the closest server available to me is tokyo... Whilst the singaporean server shows for my friends abroad
