How do I choose a good 144hz monitor?

I want to update my terrible 60hz monitor because I'm tired of having good aim but seeing my enemies lag on the screen xD

What factors should I look for? I don't want to spend too much but want a decent one

Tips on cyber cages please.

I've been playing cypher for a long time and I've gotten pretty good at using him but one ability I can't seem to use his cages properly. Can anyone give me some good tips on using them.
