How is it possible that ppl Topfrag and play insane with 100+ Ping?

I have so many games where i either have someone with 100+ Ping on my or the enemy team that plays pretty insane and top frags.

Should they not be at a huge disadvantage vs someone like me who has around 25-30 Ping every Game? or am i understanding something wrong?
