How does riot handle active sabotage and toxic behaviour in game?

Had a gold/silver game where their yoru went AFK, our sage actively sabotaged our team, which turned a 5v4 into a 4v6, since they get extra ult charges and credits from the AFK player, and even more extra credits from winning rounds and getting free kills.

Our sage was walling us off from entering sites, slowing our entries, either feeding the spike to the enemy team or holding on to the spike and refusing to plant even when we had a lot of opportunities to plant, hogging the defuse without halving it so that we ran out of time during the defuse, slowing our exits when trying to rotate so that we die, running around the map to reveal our location.

Opponent sage and omen were encouraging our sage to throw the game in their favour. It's fine if he our sage wants to sit in base and do nothing to even out the match, but this active sabotage is a bit much. Completely ruins the whole game. I haven't even seen this amount of toxicity in dota.

Does riot have a way of dealing with intentional griefing and sabotage in game? Or do we have to sit through a whole game whenever it happens? We can't even surrender and end the game fast. 🙄
