Why does it take two weeks for comp to get a new map but not a new agent? So people spend money to unlock them? Doesn't seem fair

when a round starts, my animation frames switch between my knife and the Classic extremely fast. I also can't do anything in the range, it just doesn't let me deploy. I'm also lagging. This happening to anyone else?
