Optimal ttk (non instant) of 0.5 seconds so it would lose in close range engagements against basically every meta weapon, but I think it would shine at those long ranges where most guns really struggle.

Its basically a guardian that two bodies but with slower fire rate and with a scope that doesn't kick you out after firing.

There's no real reason to use it over any other gun, besides that it can one shot light shields to the body and no shields to the leg, but other than that, it just looks cool and would make you feel like a badass picking people off.

I don't think it would really change any metas and would most likely just be a situational pick as an in-between of operator and guardian.
