I feel like, yes. There are a lot of smurfs, but there are also just new players having 600 hours in cs go, i just met a guy in bronze/silver queue. Nice dude pretty good but he explained how ge has 700 hours of cs go. So if they make a report button for smurfing, how would we know if they are smurfs or just good? Dont say ask them because they can just lie

Does Riot sends you a feedback if they punish someone that I reported? Idk what's going on but I've been seeing so much racist/sexist toxic players both in my team and opposite I reported 5 in the last 3 days but didn't receive any message...
