If the new map is in an underwater dome (or at least enclosed). How would brimstone smokes go through, aren't they sent from the sky?

How busted would yoru be if his ult was silent and his tp instantaneous?
To make him the epitome of stealth and trickery, if these changes were implemented how would it impact the game? I feel right now yoru is a worse omen so these changes could help him a bit.
