Is Chamber still overpowered? What part of his kit makes him OP?

Since Chamber came out, and after people mastered him, he's been an almost must-pick in pro play, replacing other sentinels, and also a highly picked agent in ranked. This is still the case after the nerf which reduced his amount of traps to just one.

Let's talk about his kit:

  1. He's the only agent with an out of jail card that refreshes on a timer, which is remarkably low: only 20s. While this out of jail card is dependant on his positioning, the anchors can be moved, and it doesn't depend on any time frame - which is what made Jett's dash more balanced. I believe Chamber could receive Jett's treatment, press E to activate the anchors for 15 seconds, press E again to tp out. If he doesn't TP during that time frame, the anchors deactivate and the ability goes into cooldown. Up the time cooldown to 40s, so he can tp out at max a couple of times per round.
  2. He has insane eco value with his headhunter, basically a pocket Guardian - not a Sheriff - because it even has ADS! I'd suggest either removing the ADS on this gun, or upping the cost per bullet.
  3. His ultimate also holds an amazing eco value, while being even better than an AWP. It has a higher fire rate, and 1-shot kills on every part of the body. Either nerf the fire rate, or make it an 8 point ultimate.
  4. His trip is fine!
