How come so many pros are running the game at such low fps for their specs?

Pick and choose agents ability
I think it would be cool gamemode to be able to pick and choose other agents ability. For example jet has
E dash
Q Phoenix flash
C turret
X Phoenix ulty
There will be some restrictions like no more that 3 flashes or all your ability cant...
