Idea: pre-queue connection test to prevent pre-game DC's and laggers

Just a simple test on startup (before menu starts) for 15 seconds to test your connection and give a warning pre-queue. Then if you click through and click anyway, harsher DC penalty for not heeding the warning. I've gotten into the habit...
