How does the skin upgrade kill counter work? Does it count all kills you ever made or just the one in that particular round?

I don't understand why this happens so much. Played 5 games yersdarday. 4 out of 5 in ranked had a leaver. I just played a match where as soon as we were close to winning, two of my teammates abandoned/afkd in spawn. Makes me not want to pl...
