The new harbor update was downloading for me at 1kb? I had to keep on refreshing it for it to run at 20-30 mbs for like 5 seconds. But for my friend who has a potato pc, its not refreshing to download faster. It is stuck at 1 kbs, but anything else he downloads downloads pretty quickly.
