Any good Breach main will know how to use him as a duelist which he is not supposed to be at all. If you dodge one of the flashes, you ain't dodging the next one as he runs you down like a raging bull while you can't see shit.
No other agent is able to spam flashes with as much effect and disruption as him. Skye is vulnerable while equipping the bird, Phoenix flashes ain't so impactful for the team, Omen's flash is a hit or miss, and Reyna's flashes can be broken.
A good example of how Breach is broken is in the map Ascent. The defending Breach on A site flashes twice into the left and right side walls and runs down the attackers easily. If any attacker dodges the first flash, he ain't dodging the second one as it's going to be spammed in no time.
Adding a 1 or 1.5 second delay between flashes will reward the opponents who are able to dodge the first flash against the second flash as they won't get flash spammed and can actually peek and take fights instead of camping and waiting to die. It will also mean that the Breach mains will have to think carefully about the counter play potential of the opponents before flashing.
Tldr- flash once as Breach, and send in the duelist (Jett dash for example). Spam the flash twice, and you BECOME THE DUELIST. Seems pretty broken without a cooldown.
