So I am asking myself which is better and when.

This means they would die to a hs from the Phantom at all distances.

In your Viper ult you want to have a high rate of fire weapon with a silencer because everybody decayed to 1 hp and you don't want to get tracked by your tracers.

The invisible tracers also allow you to spray through your wall and orb while staying unlocated.

Are there any kind of situations where the Vandal would be a better choice for Viper?

Do Vipers even buy that Rifle?

Are there Maps where you still would buy a Vandal?
