Phoenix's ultimate is weird compared to the rest of his kit. He can manipulate fire, but also gain a second life? It's weird. My explanation for this is that the marker he leaves behind when he uses his ultimate is the real Phoenix, like he turned himself into a fire puddle on the ground, and the Phoenix we see fighting is some sort of fire ghost he's remotely controlling.
