Did the enrollment phase end on 28.04 at 00:00 sharp or does it end sometime today? I didn’t enroll yesterday and would like to know if i still have time to do so. This should be in the Premier tab in the client, which i have currently no acces to. Help appreciated :)

Reyna Devour Cooldown Bar
I've been thinking about getting Reyna and I see that after she uses Devour, theres a small bar above it, similar to the bar that indicates how long Yoru's gatecrash stays up, so what is it indicating?
