Punishments for toxicity / sabotage need to be more severe & common

I rarely get a notification that someone has been punished when they have clearly been sabotaging / been toxic in the game. It is actually embarrassing how rare a game is where you have no one on your team being toxic or even be able to comprehend what you're saying. Everyone is so unnecessarily toxic as soon as you mention anything about their playstyle.

For example "Jett, can you play B instead?", they take that as "Jett, you're so shit at the game that you cannot even hold 1 angle on A, plz uninstall" ... If people cannot behave in Unrated, why even allow them to play? It's casual for god sake, it's made so everyone can have a risk-free game (as in, their rank is untouched) but play the game as it's meant to be played. Not fucking about only using classic every round because it's casual so it doesn't matter. People like this won't just grow up, unless there is an actual deterrent, they won't stop.

Not just a ban from the chat, but a cooldown from the game. Weeks/Months even if you have been really toxic. If you join just to fuck about in casual, then you are essentially ruining the game for everyone else, because now their time is wasted. I shouldn't have to babysit teenagers in my chat because they cannot behave. They need to be properly punished so they are deterred from doing so.

A multiple week-month cooldown works (of course, if they make a new account, then put that account on an even longer cooldown). I know these cooldowns work because I've played with many people in CSGO and after they received multiple day cooldowns, they started to be more careful about what they do in game. So why not apply it here?

TL;DR: Punishments for sabotage/toxicity in unrated need to be more common & more severe, people go into unrated to fuck about because it's "unrated" so it doesn't matter. This logic just doesn't work, if someone does not care about ranks and plays competitive to fuck about with people, then is that okay because to that person it "doesn't matter"?
