Make a cheats option in custom games so the charge bars don't deplete. It is very frustrating to try and learn neon movement and having to stop at <20 charge because it'll end in the middle of what I'm doing and then having to pop the ult again and again.

With viper it's even worse. Once you run out you have to wait the entire thing with 0 ways to recharge it.
