queueing with a hacker

should a premade party get punished for queuing with a hacker? just witnessed a jett drop 48 kills 800+acs in 15 rounds. clearly hacking. looking at tracker.gg she was premade with 2 other people on the team. should the other 2 get punished as well as the jett?

Not ranking up with enough rr

I was G1 on 98 RR. Then i lost the next game and got -17. Makes 81. next game i won and got +21 which should make 102 RR and make me rank up. But somehow i was only at 99 RR. Can somebody know about this?
