In short, you can only refund your skins, if you haven't upgraded them and used them in a game. Pretty simple right?
Now, why would someone refund a skin? Maybe they didn't like it, maybe they aren't hitting any shots, maybe they have better skins.
The point being, you have to upgrade the skin and test it, before coming to a conclusion. Now, riot doesn't let you refund once you have upgraded it, so it's kinda a useless feature.
Only reason someone can actually get a refund is, only if they purchase the skin without their consent or by regretting instantly after buying them.
In my opinion, a player should be allowed atleast a certain timeframe (15-30 minutes), as refund window, which will allow the player to upgrade the skin and test it in the range or in a death match.
This is the only way, players can actually take the risk without actually abusing the system.
