Overwatch has a separate queue where Devs can experimentally balance heroes. I think experimental changes for agents or maps will be really fun to see and will keep the game fresh and exciting between patches.

Damage being inconsistent?
I recently got killed by a vandal bodyshot when I had exactly 41hp, no shields. Also I got 140ed in a different match instead of having 10hp, I had 11? I have no idea but this stuff is happening constantly recently.
