Why is it that my Stimmy boi does not have a rechargeable signature skill while everybody else has?

I get it that he has the most smokes that anyone can deploy at the same time but I think that Brim having a recharge with his signature (with a very long cooldown) would definitely help, I guess.

And before anyone would say: Why not try to economize your smokes? - I know, but the capability of deploying more smokes later in the game gives him a tactical advantage (If played right, ofc).
