Skin Upgrade Level Inquiry

Until recently I was not aware that you can set the level of upgraded weapons to lower levels again. However I noticed you cannot select Levels 4, and 2 exclusively while ignoring Level 3, you need Levels 4, 3 & 2 all to be active.

Is this something that can be implemented going forward?

I played this game for a while and into act 1, I mainly played sova, and Jett, and I was okay at the game, I just made a new account, but am confused on who to play as at my skill level. Who do I main?
