Is anyone else having issues where all your voice settings are active but you can't talk or hear people? The options to mute individual players in-game are missing. Is this a typical issue?

My winrate on ascent and split are below 40%, and in this act I won 2 ascent matches out of 10. Meanwhile my winrate on breeze and fracture this act are 88% and 100% with 9 and 5 matches respectively. is this a thing for anyone else?
