So why is viper considered low tier ?

Hey all, I just got into the game this week and I have been doing my best with viper but people keep saying I should play other characters because she is low tier

I was D2 and play consistently well 2nd top-top frag, I understand that kills aren’t everything and that your utility impact matters the most but it does show something. I am currently sitting in Plat 3 19rr after match MVP my last 4 games...
