i don't understand the reason that the surrender vote will fail when there's ONLY ONE person voting NO.

We had 1 troll, LITERALLY ONE, who was continously throwing flashes at us, was throwing molotovs and walls at us (he was a phoenix) beside from giving info to the enemy team and god help us if he takes the spike, cause he just runs directly at the enemy spawn and get killed there.

And the most frustating thing is we couldn't surrender to end the torture cause there's ALWAYS one voting NO (of course the trolling dude). so we had to finish the match and having the opposite team humiliate us for the entire match.

And who knows if our reports did even make a difference.
