in ranked does your performance, like kda and overall gameplay affect how much your rating goes up if you win? like based on certain algorithms not just win/loss based on your opponent teams mmr and yours?

I live in Japan right now, and what it seems to me is that everyone gets the new stuff in like an hour or so? But I have to wait another 11 hours or so since I live in Japan? Can some one explain to me me why this happens?
