Harbor has the lowest pickrate and the worst stats, according to tracker.gg

Harbor is worse than astra, according to tracker.gg global agent usage and stats

Obviously, this isn't only a problem with the players, but Harbor himself is a terrible agent. Over time, we will find new strats to make Harbor work in ranked matches, but he isn't like cypher which you can use creatively. Riot, if you're seeing this, don't implement these changes immediately, Buff harbor little by little till he gets atleast a 3% pickrate

Harbor's weakest ability is his Cove (shield smoke). He is weak on the defending side on every map, and he appears to be weak on the new map Lotus too. Viper is similar to Harbor, but she is strong on both attack and defence. Viper is the inspiration for these changes.

C - Cascade

Currently, the cascade is a decent ability. The double-charge buff isn't really useful. If the cascade punished those who pushed it, it would make harbor more powerful on the defending side than he is right now. The increased duration in patch 5.12 was a step in the right direction. Here are the changes I propose:

  • Slowness duration: 2.5s
  • Slowness speed: 60% of original speed (or whatever sage's slow orb speed is)

Q - Cove

Contrary to what many believe, the cove isn't just good for planting/defusing, but it can get Harbor out of sticky situations, like a Jett cloudburst, albeit, not as strong. Viper's smoke punishes those who push it, by decaying. Making the smoke stay up even after the shield is gone is necessary (attackers can break the defender harbor's shield and take site), and those who push it should be taking a risk. These changes will make the cove usable in multiple ways. If only one ability were to be buffed, it should be the cove.

  • Smoke stays up after the shield is broken
  • Players inside the cove are slowed for 2 seconds after they leave the cove/cove disappears (This makes it so that players don't camp in the smoke with a shotgun, we've seen enough of that #perry2n)

E - High Tide

The wall is strong on attack, but it is useless to cut off defender's entry. The wall is just a long, bendable neon wall. It doesn't punish those who push it. This buff will punish harbor if he tries to make perry2n plays, but it will also help take control of site, and it will slow down defenders. This wall is very strong on attack on Fracture and Pearl, so reducing it's length will force harbor to go closer to site / whatever he wants to block off.

  • High Tide length -> 70% of current length
  • Slow duration -> 2s
  • Slowness speed -> 60% of original speed, like the cascade

X - Reckoning

This is a fairly strong ultimate, and it is the best retake ability in the game. I think this is a perfectly balanced ability with good counterplay potential.

I think these changes make it possible for harbor to have a higher pickrate and an average KD above 0.88.
