I've had 1 person(bot?) in 2 of my games in a row that would sit and bot spam an empty ability throughout 90% of the match, only to stop and "play" afterwards.

The latest match, we went into overtime and they blatantly spammed the spike to prevent any teammates from defusing, or tried to run with the spike, walling us from following behind almost costing us the match, but luckily we pulled through and got a draw in the end.

Is there any way to block or prevent a user from showing up in your queue?

I've reported this POS at least 24 times between both matches.
