Honestly IMO it doesn't really matter, but from a game design perspective it doesn't make sense to me that the rifle better for one tapping to have worse accuracy when going for a one tap. if the phantom is supposed to better for "spraying" (tracers, bigger mag etc.) then the rifle better for one tapping (always kills in head) then it should have better accuracy.
also cause itll make my friends shut up about how the vandal is "garbage and completely inaccurate"

Due to the lack of learnable spray patterns in valorant, I think adding a character built around basically “run shooting” is a really bad idea.
My predictions for the new character are pretty simple
1. She’ll probably be insanely fun to play
2. She’ll be B+ to A- tier at best
3. She’s gonna be insanely annoying to play against
