ever since they made it so you cant play competitive if you have voice chat restriction, it remained a mistery for me. if you are voice chat restricted, you arent allowed to play comp (only unrated/spike rush etc). and it should stay like this, i see no problem with it. what i dont understand on the other hand is how its still allowed to queue for ranked when you have voice chat disabled. like its the same thing after all. both wont hear/give info
